Former Commissioner Lora Thomas: "The difference between Zebulon and home rule is that residents actually had a mechanism--the ballot box--to STOP home rule in its tracks. Not so with Zebulon. The commissioners and Sterling Ranch plotted Zebulon in secret behind closed doors, and there is no means...to know any of the deals and details of what's been planned and/or to slow/halt the approval process.

Any claim the commissioners are responding to citizen concerns is further belied by their own polling survey which showed only 44% support Home Rule. Douglas County’s commissioners have been actively misrepresenting what Home Rule can achieve to goad conservatives into supporting it.
