Since the beginning the County has referred to "43" areas of local control. When they were asked to list the 43 areas, they changed it to 47.

Interestingly, the actual number is 46. They should know this, because the county website provides a link to Colorado Statute §30-35-201 ("Powers of governing bodies").

They never admitted they had forgotten about the last section (which covers Ordinance Power). This is obviously because they don't care about the areas that they would have control over with Home Rule. All they care about is having some ability to stick a finger in the eye of the State of Colorado government, to push their ideology, and to cater to the real estate investor.
